All CIR-LRP applicants will be required to participate in research relating to
contraception and/or infertility. For purposes of the CIR-LRP, infertility
research is defined as research whose long-range objective is to evaluate,
treat or ameliorate conditions which result in the failure of couples to either
conceive or bear young, and contraception research is defined as research whose
ultimate goal is to provide new or improved methods of preventing pregnancy.

General Eligibility Criteria
To be eligible for consideration under the CIR-LRP, you must:
-
Be a U.S. citizen, national, or permanent resident of the United States (Click
here for more information on providing proof of U.S. Citizenship or permanent
residency);
-
Be a qualified health and/or allied health professional including, but not
limited to, physicians, Ph.D.-level scientists, nurses and physician
assistants, as well as graduate students and postgraduate research fellows
training in the health professions;
-
Have total qualifying educational loan debt equal to or in excess of 20 percent
of your annual income or compensation ("debt threshold"), as applicable, on the
expected date of "program eligibility". Annual income or compensation refers to "institutional
base salary," which is the annual amount that the organization pays for the
applicant's appointment, whether the time is spent in research, teaching,
patient care, or other activities. Base salary excludes any income that an
applicant may earn outside the duties of the organization (Click
here for more detailed information on salary and compensation). The
debt threshold requirement applies to NIH Loan Repayment Program Contracts
executed after December 27, 2001; and
-
Be engaged, at the time of participation in the CIR-LRP, in employment/training
at an NICHD intramural laboratory or in a qualified domestic non-profit
institution (tax-exempt under 26 USC 501).
In order to be considered for selection into the CIR-LRP, applicants meeting the above eligibility requirements must complete and submit the electronic
application materials located at www.lrp.nih.gov, which include:
- a Loan Verification Form for each loan to be considered for repayment;
-
an institutional statement providing assurance that the applicant will be
engaged in employment/training at an NICHD intramural laboratory or in a
qualified domestic non-profit institution (tax-exempt under 26 USC 501), for
not less than two years from the anticipated effective date of the NIH Loan
Repayment Program Contract between the individual and NICHD (this assurance is
conducted electronically); and
-
a signed NIH Loan Repayment Program Contract by which the applicant agrees to
serve the obligated minimum period of two years conducting contraception and/or
infertility research at an NICHD intramural laboratory or in a qualified
domestic non-profit institution (tax-exempt under 26 USC 501).
Disqualifying Conditions
The following individuals are ineligible for participation in the CIR-LRP:

Persons who are not United States citizens, nationals, or permanent residents (Click here for more information on U.S. Citizenship or permanent residency requirements);

Any individual who has a Federal judgment lien against his/her property arising
from a Federal debt is precluded from receiving Federal funds until the
judgment is paid in full or satisfied;
-
Any individual who owes an obligation of health professional service to the
Federal Government, a State, or other entity, unless deferrals are granted for
the length of their CIR-LRP service obligation. The following are examples of
programs with service obligations that disqualify an applicant from
consideration, unless a deferral for the length of participation in the Loan
Repayment Program is obtained:
Physicians Shortage Area Scholarship Program
National Research Service Award Program
Public Health Service Scholarship Program
National Health Service Corps Scholarship Program
Armed Forces (Army, Navy, or Air Force) Professions Scholarship Program
Indian Health Service Scholarship Program
-
Current recipients of NIH Intramural
Research Training Awards (IRTA) or Cancer Research Training Awards (CRTA).
In addition, research for which funding is precluded by Federal law,
regulation, or DHHS/NIH policy is not qualifying research for the purposes of the CIR-LRP.
